基于效率视角的制造业R&D资源配置问题是学术界的一个重要研究方向。本文采用DEA的CCR模型对中国制造业29个行业的R&D效率进行测度与比较。在此基础上,对无效行业的R&D投入利用率进行分析,并提出改进措施;同时针对相对有效的多个行业,运用TOPSIS方法来实现全排序。结果表明:中国制造业29个行业R&D活动的总体效率并不理想,只有8个行业相对有效;R&D活动相对无效行业的R&D投入利用率较低,制约了其效率的提升。
It is an important research direction to study the manufacturing industries from the perspective of R&D efficiency. This paper uses DEA's CCR model to measure and compare R&D efficiency of 29 manufacturing industries. On this basis, analyzes the R&D input utilization of inefficient industries and uses TOPSIS method to implement the order of the multiple relatively ineffective industries. The results show that: with only 8 industries being relatively effective, the overall R&D efficiency of 29 manufacturing industries is not ideal and the utilization of R&D input is low.
