Initial allocation of water rights is a complex system engineering. According to its characteristic; based on the principles of actuality,impartiality,efficiency and sustainahility, an initial allocation model of water rights is built, including construction of index system,confirmation of index weight and choice of allocation proportion＇s accounting method. Finally, the model is applied to the Yellow River basin to verify its effectiveness and feasibility.
