为了及时、迅速、经济和有效地将创新系统内不断涌现的科技新知识从其生产者和供给者一方转移至其需求者和应用者一方,以全国省、自治区、直辖市高校技术转让为研究对象,利用随机前沿生产函数考察了从2004-2006年的高校知识转移效率问题.进一步分析了影响高校知识转移效率的关键因素.结果表明：随机前沿生产函数可以正确反映高校知识的创新与转移过程,全国各个地区高校的技术转让技术效率基本都处于波动状态.
英文摘要：
The new technological knowledge in innovation system is transferred from its producer and supplier into its demander and applier timely, quickly, economically and effectively. Based on the research objects of university technology transfer in the provinces, autonomous regions and municipalities directly under the Central Government, this paper studied the university knowledge transfer efficiency from 2004 to 2006 using the random forefront production function. And this paper also further analyzed the key factors that influence the university knowledge transfer efficiency. The result shows that the random forefront production function can correctly reflect the knowledge innovation and transfer process. The university technology transfer and efficiency in various parts of the nation are in a fluctuation state.
