The administration＇s construction decides the reform and development,operation efficiency, harmony and stability of universities. The construction of the responsibility-oriented administration is an urgent need to advance universities＇ governance transformation, an important condition to increase universities＇ governance efficiency,and a basic premise to optimize universities＇ governance environment. The basic connotation of constructing the responsibili- ty-oriented administration in universities contains taking responsibility for duty of work, taking responsibility for the use of power, and taking responsibility for work efficiency. Therefore,the effective paths of constructing the responsibilityoriented administration in universities should include establishing the mechanism of determining responsibility according to the post, the mechanism of fulfilling responsibilities according to the rules, the mechanism of evaluating responsi- bility according to the performance, and the mechanism of investigating responsibility according to the regulations.
