城乡关系作为区域基本单元,受制于国家工业化与城市化进程中目标与机制之间的耦合与摩擦作用,呈现阶段性特征,它是透视目标与机制科学性的窗口。文中以1949以来中国城乡关系演进的目标、机制、结果为对象,通过横纵两个剖面,总结机制层的问题与科学启示。认为在当前城乡统筹阶段,机制构建的要点是多元主体下的权责重构、市场化互动与调配下的结构布局、城乡统筹下的制度调整与优化、区域视角下的规划体系构建。

英文摘要：

As the basic region unit,Chinese urban- rural relations showed the stage characteristics under the relationship between exclusion and integration into the objective and mechanism of the industrialization and urbanization,and it can be a perspective of the objective and machinery. In this article,the authors had empirically researched the objective,mechanism and characterization in the progress of Chinese urban- rural relationship after1949 and summed up experiences and enlightenment about the system of urban- rural relationship through the vertical and horizontal profiles of the evolution. We thought in the current stage of coordinating of urban and rural,the main points of the mechanism- construction are reframing authority- responsibility under the multiple subjects,establishing the interactive mechanism for urbanization,adjusting and optimizing the system under the planning of urban and rural,defining the role under the regional perspective.
