农村教师队伍总体师资水平相对薄弱的状况普遍存在,表现为优秀教师流失、队伍结构不均衡、年龄结构不合理、教学水平偏低、职业吸引力较弱等。本文以"期权"思想为基础,引入期限成本与权益的二元制度,探求提高农村教师素质和农村教师队伍建设的激励机制,建立城乡教育均衡发展长效机制,以制度创新促进教育公平发展。
The overall level of teachers in rural areas is relatively weak, which is generally shown as the loss of excellent teachers, unbalanced structure, unreasonable age structure, low teaching level, weak occupational attraction, and so on. In this paper, it is introduced the time limit and equity based on options, to search for incentive and long-term mechanisms, in order to improve the quality of teachers in rural areas and promote the development of education fairness through institutional innovation.
