创新政府治理模式,形成有效的管理与协调机制一直是政府和学界非常关注的问题,也是各国政府改革的共同方向。政府治理模式的创新必然导致组织的创新。在西方,随着信息化、数字化技术的普遍使用,已经兴起了与信息时代相适应的政府治理新模式,即整体性治理,它主要是针对新公共管理带来的碎片化、空心化政府等一系列问题而提出,强调整体与合作,不再围绕特定功能建立组织,而是以结果和目标进行组织设计与创新。整体性治理模式的组织创新主要体现在以协同为特征的组织形态、以结果为导向的组织目标和以整合为核心的运作机制,同时强调官僚制的组织结构基础。这对于中国的行政改革具有非常重要的借鉴意义。
The innovation of governance model and forming more effective mechanism of management and coordi- nation is always a considerable issue, and it is the common target of governmental reforms around the world. And the innovation of governance model must result in the organizational innovation. In west, through traditional public ad- ministrative and NPM, a new governance model is rising--the holistic governance, which is brought mainly because there are a series of problems, such as fragmented and hollow government, resulted from NPM. Holistic governance emphasizes integration and coordination. The innovation of governance model embodies mainly as joined - up organi- zation -form, organizational target by outcomes -orientation and operational mechanism with integration as its core. At the same time, it emphasizes the bureaucratic organizational structural foundation.
