在讨论非营利组织对我国基础教育领域进行援助的必要性、可行性的基础上,论文对2006年中国五个省(自治区)的263个县级地方的社会捐资总额占教育总支出的比重等因素对初中升学率等的影响进行了探索性研究,实证分析了非营利组织教育援助的有效性问题(效果)。定量分析表明,在其他条件保持不变的情况下,社会捐资总额占总教育总支出的比重等因素对初中升学率等有着较为显著的正面影响。研究结论有助于加深人们对于中国基础教育援助现状的理解,特别是为相关教育政策的制定提供了具有经验证据的决策参考。
Based on the discussion on the necessity and feasibility of the aid to China's basic education by non-profit organizations(NPOs),the authors made an exploratory research into the influence of the percentage of social donation contributing to the total educational expenditure on the proportion of junior high students entering senior high schools in 263 places at the county level in 5 provinces(autonomous regions) in 2006,and made an empirical analysis on the efficiency of educational aids from NPOs.The quantity analysis shows that when the other conditions maintain the same,the percentage of the total amount of social donation contributing to the total educational expenditure has obviously positive effect on the proportion of junior high students entering senior high schools.The results of the research are helpful for people to get a better understanding of the status quo of basic educational aid in China and provide references for education policy making.
