西方国家安全社区建设是围绕安全管理环节展开的，中国社区安全建设则围绕政府部门展开，中国政府主导下的社区安全建设存在政府唱独角戏的弊端。社区居民安全感并没有因社区安全建设而得到相应的提升。针对目前社区安全建设的现状，论文提出了“四共”、“四公”、“四线”和“四动”的建设方案；并主张推动社区安全建设中的府民合作．促使政府从社区安全建设主导者逐步变成引导者，最后成为监督者和评估者；同时整合各类社区安全建设方案，从而减少基层管理者承担的“运动式”的工作任务。

英文摘要：

This paper points out that constructing safe communities in western countries focuses on safety management, but in China governmental departments are more important. Therefore, the Chinese mode of government＇s dominance of constructing safe communi- ties lead to various plans of constructing safe communities as well as some limitations, such as the dominant role of government and the fact that the community citizen＇s sense of security isn＇t enhanced with constructing safe communities. Aiming at the present situation of constructing safe communities, the author raises his construction plan so as to promote government＇s collaboration with citizens in constructing safe communities, to urge government to change its role from an initiator to a facilitator, finally being a supervisor and an evaluator, to integrate various plans of constructing safe communities and to reduce the work of managers at the grass-roots level.
