整合型应急管理模式不仅要求将全社会应急力量整合到应急管理系统，而且要求将城市风险预防、准备、应对、恢复和减缓等应急管理阶段形成闭环，从而促进城市日常管理和应急管理相互对接和全面整合，提升城市治理水平，形成时空结构相互联结的城市治理网络。因此，城市应急管理体系建设不仅应与城市管理体制相结合，而且必须与社会治理的结构相结合。
英文摘要：
Integrative emergency administration requires not only that emergency forces of the whole society be integrated into emergency administration system but also that emergency administration stages such as prevention against city risks, preparation, confrontation, recovery and alleviation form a closed circle so as to encourage the connection and integration between daily administration and emergency administration, promote city administration level and thus form a connected city governance network both in time and space. Therefore, the construction of city emergency administration system should be integrated with administration mechanism and social governance structure as well.
