The essence of recycle economy is resources efficiency and environmental benefits. This paper argues that recycle economy of chemistry industry can be promoted by the construction and improvement of leading industry chains in industrial parks. The construction of leading industry chains, by exerting the advantage and unique features of the chemical industrial zone, not only can integrate the industry resources nearby bur also can form a development mode of discrepancy nearby the chemical industrial zone, bringing about the effect of high mutual complementarity by reinforcing the co-operation between different chemical industrial zones.
