Based on analysis of the pathway to hierarchical medical system construction by telemedicine and its problems, sotnc countermeasures were put forward, mainly as collaboration of government, medical institutions, technology companies and manageement team, combination of tele-consuhation, distance education and remote drug delivery, to achieve the hierarchical system of diagnosis and treatment of grassroots tirst diagnosis, two-way referral, partition of acute and chronic diseases and upper and lower linkage.
