人力资本是区域经济增长的源动力,不同区域人力资本的差异造成区域经济的不均衡发展。文章选取人力资本总量、人力资本质量、人力资本投入的三大指标,全面比较安徽省与浙江省的人力资本差异,同时探析安徽省与浙江省自然与经济现状差距悖论的根本原因--人力资本质量与能力的差异化。因此,必须通过构建现代教育战略体系,创新人才引进体系,重塑人力资源能力,完善人力资源市场机制四大渠道,推动安徽省经济的快速增长。
Human capital is the source for the regional economic growth. Different regional human capital results in the imbal-ance of regional economy development. After selecting three indicators of the total amount of human capital,the quality of hu-man capital and investment in human capital,this paper explores the difference of human capital between Anhui and Zhejiang Province, and analyses the root cause of the natural and current economic situation gap between Anhui and Zhejiang Prov-ince-the diversity of human capital quality and capacity. Therefore, it is necessary to set up a system of modern education strategy, innovate talent introduction system, remodel the human resource capacity and improve the human resource market mechanism to promote rapid economic growth in Anhui province.
