人力资源是嵌入在具体的开发环境之中的,环境作为人力资源投入到产出的中间变量,起到正反两方面的作用。文章抽取人力资源开发环境中的人文地理环境、经济环境和制度环境,用我国大陆31省市的实证数据比较东、中、西部三大区域人力资源开发环境的差异。通过比较研究,建立区域人力资源协调开发的投入-产出机制模型,并且给出实现区域人力资源协调开发措施。
The human resources are embedded in a specific development environment,and the environment plays both positive and negative roles as an intermediate variable between the input and output of human resources.In view of the human resources development environment,such as cultural and geographical environment,economic environment and institutional environment,this paper compares the difference of human resources development environment among the eastern,central,western regions by using the empirical data of 31 provinces and cities in China.Based on the comparative study,an input-output mechanism model of coordinated development of regional human resources is constructed and some development measures are given.
