产学研合作是创新系统中实现创新过程的有效途径,但是由于"R&D边际化"问题,阻碍了科技成果的顺利转化。因此,有必要剖析产学研合作中的冲突问题。为更好地模拟产学研合作中各创新主体对冲突事件的态度,用直觉模糊数来较为客观地反映局中人的冲突态度,进而构建起基于直觉模糊数的冲突系统。在该产学研合作的冲突系统中,以大学和科研机构、企业、协调人(政府和科技中介)为冲突系统的局中人,以知识产权归属权、创新资金分配、管理权为冲突事件,利用调查数据分析该冲突系统,从而得出结论:知识产权问题是产学研中的首要问题,协调人在产学研中的协调作用还未充分展示,且协调人更容易与企业形成同盟。由此结论,建议政府应要从政策导向上促进知识产权相关法律落实、协调利益分配及均衡管理机制构建;科技中介应明确协调执行者身份,应构建起相应的信息平台、寻找第三方风险投资及组织科技成果鉴定和成果转化的评价。
University-industry cooperation is an effective way for innovation.But the problem of"R&D marginalization"hinders successfully the transformation scientific and technological achievements.So,it is necessary to study the conflict problem of university-industry cooperation.For finding a suitable conflict analysis model to better stimulate conflict attitude of every innovation subject of university-industry cooperation,the paper builds up the conflict system based on intuitionistic fuzzy numbers,which reflects objectively the players’ conflict attitude.In the conflict system of university-industry cooperation,university/scientific research institution,enterprise and coordinator(government and technology intermediary)are as players,intellectual property,innovation capitals and management are as conflict events with reviewing literature and investigation.Using the investigation data to analyze the conflict system,in conclusion:the problem of intellectual property is the most important problem in the university-industry cooperation,coordinator cannot adequately display coordination function and alliance is easier to form between coordinator and enterprise.By the conclusion,the paper suggests from policy guidance aspect,government should be to promote the relevant laws of intellectual property,clearly coordinated to build up benefit distribution mechanism and risk control mechanism;technology intermediary should be clearly coordinate executor itself,build up information platform,search the third risk investment parties and organize identification of technology achievements and evaluation of achievement transformation.
