Based on property right analysis of dairy safety properties, the fundamental reason of dairy safety incidents can be revealed. In view of the current dilemmas in definition of property fights to dairy safety supervision in China, it is supposed that only by clarifying the rights of dairy safety supervision and behavior, reforming the existing governmental regulation model, and establishing the interactive mechanism among dairy enterprises, government and society can the dairy safety supervision be implemented effectively and will the dairy industry have bright prospects for development.
