英文摘要：

To explain the output of China＇s northeast regin and other regions in terms of market structure institutional mechanisms, an evolutionary institutional analysis framework and theory was put forward. The regional property rights structure was determined from the trade behavior of the government and dweller. During the demonstration, properly rights in the trade behavior of the govermment and the dweller was enacted as a consign-substitute relationship using two consign-substitute models. The influence to the regional property rights structure under various movements and the characteristic of the government and the dweller＇s behavior were studied. The results were compared with actual data from the northeast region to make the validation of the proposilion more complete.
