英文摘要：

Construction of socialist new countryside in the northeast area cannot do without the general farmer＇s positive participation, So the main purpose of this paper is to prompt the farmer enthusiasm to take part in the rural construction. This article first points out the reality that farmers ignore the village level governance, then analyzes the reason which ignores, quoting the collective attraction index and points out the main measure of enhancement collective attraction is to stimulate farmers to participate in the village level governance. Basing on the fuzzy clustering analysis method in systematic engineering, it carries on the cluster analysis on the seven administrative villages in Juyuan town of the Harbin Daowai district, simultaneously illustrates that we should take the different governance measures aiming at the different type of villages. Finally, it points out this article＇s application value and requirement to further solved problem.
