基于投标各方同质的假设条件下，对招投标双方的博弈进行了研究，利用价值效益评价决策的方法建立了招标方的评标计分模型和中标评价模型。根据招标方的评标偏好性，提出了招标方的评标策略集和中标策略集。最后，提出了在同质条件下招投标双方的纳什均衡策略。
英文摘要：
There are many game phenomena among players on no base number of a tender project. On the basis of homogeneous condition among tenders, the paper analyses deeply the game pheromone between bidders and project owner. Adopting the method of value-benefit evaluation decision, the author puts forward the evaluation bid model and bid winner evaluation model. According to the preference of project owner, the article raises the evaluation bid strategy sets and bid winner evaluation strategy sets. Finally, the paper brings forward Nash equilibrium strategy between project owner and bidders homogeneous condition.
