研究目的:研究中国经济发达地区的农村宅基地及其房屋的流转情况。研究方法:实地调查研究、区域对比分析法。研究结果:农村宅基地流转方式主要有售卖、出租和征收等,近郊以出租为主,远郊以售卖为主,并形成了以自发流转为特征的农村宅基地隐形市场。研究结论:经济发达地区的宅基地流转市场日趋发达。宅基地管理应采取疏导方式而非强堵手段。通过土地管理制度改革,依法准许宅基地入市,建立合理健康的农村宅基地流转市场,统筹城乡协调发展,保护农民利益。
The purpose of this paper is to analyze rural housing and land transition in developed regions. Methods of demonstration and regional comparison were employed. Three main types of rural housing land transition are sale,renting and expropriation. Renting occurs more frequently in suburb and sale in exurb areas. An invisible market of rural housing land has been established in the form of spontaneous transition. The transition market of rural housing land in developed areas is becoming more and more advanced, The rural housing land should be well conducted rather than restrained from entering the market. A rational and healthy transition market of rural housing land needs to be established by land administration system reform. It will contribute to achieving harmonized urban- rural development and protection of the peasants' rights and interests.
