近年来,暴雨灾害频频引起停电事故,迫切需要研究暴雨影响电网安全的机理及其防御技术.首先,结合典型灾害案例,从雨闪、内涝、次生地质灾害3方面归纳了暴雨灾害影响电网安全的机理、途径及特点;然后,构建了暴雨引发电网故障的风险评估框架,提出了降雨强度、降雨量、有效降雨量3个关键指标,并设计了分别实施暴雨预测、信息融合、关键指标计算、风险评估的基本流程;最后,提出了一种群发性故障集的筛选方法,以及暴雨灾害在线预警及在线防御的实施方案,指出应统筹协调包括预防控制、紧急控制在内的各种防御措施,建立多时空尺度的综合防线.
Rainstorm disasters are harmful to power systems security and stability.Therefore,it is of great importance to study the impact of rainstorm on power grid and its online blackout defense technology.Firstly,from three aspects of rain flashover,waterlogging and secondary geological disasters,the paper summarizes the mechanism,pathways and characteristics of the rainstorm impact on the power grid based on typical actual disaster cases.Then,the paper designs the risk assessment framework of power grid failure triggered by rainstorm,proposes three key indicators of rainfall intensity,rainfall and effective rainfall,and introduces the basic procedure for implementing rainstorm forecast,information fusion,key indicators calculation and risk assessment are introduced.Finally,the paper proposes a method of clustering failure sets screening,and also designs the execute scheme of online early-warning as well as online blackout defense to rainstorm.
