We analyze the internal mechanism between technical knowledge diffusion of international citations and technological innovation, and construct a simultaneous model contains two equations, i.e. technical knowledge diffusion of international citations and technological innovation. Then we do an empirical test using the panel data of 29 areas in China from 2008 to 2008. The results show that ： there exists the mutual influence relationship between technical knowledge diffusion of international citations and technological innovation. Overall, there exists positive interaction relationship between technical knowledge diffusion of international citations and technological innovation. But results on different innovation levels have significant differences： technical knowledge diffusion of international citations and digestion and absorption imitation innovationhave the ability of promoting each other, but technical knowledge diffusion of international citations hasn＇t effectively enhanced the independent innovation innovation yet, and simple imitation innovation international citations, too. hasn＇t promote technical knowledge diffusion of
