借助拓展的网络化数据包络分析法，以系统观的视角实证考察2009～2012年我国省际科技创新对经济发展的支撑效率以及创新资源的优化配置问题。研究表明，全国各省份科技创新对经济发展的支撑作用普遍偏低。从整体看，创新对经济发展的支撑作用不仅取决于创新生产阶段，更受制于创新支持下的经济发展阶段。创新成果未能有效转化是制约创新有效支撑经济发展的主因。创新成果未实现优化配置是普遍现象，53％省份创新成果不足。
英文摘要：
From the point of relational systems among technical innovation and economic development, this paper uses extended network Data Envelopment Analysis method and related dataset from 2009 to 2012 to explore the supportive efficiency of regional innovation to local economic development. The results show that technical innovation has not supported local economic development efficiently. From the whole system, the supportive efficiency has been determined not only by the stage of innovation production, but also by the stage of economic development supported by innovation. Further, the innovative outcome hasn＇t transformed into economic outcome is the main reason of low efficiency. Opening and Effective tech- nical outcome transferring system has not been built, which is one of the main reasons of low efficiency. The communication and common share of innovative re- sources innovative outcome among different regions will benefit the supportive efficiency.
