采用链式网络数据包络分析(DEA)模型对2005—2014年我国17家港口上市公司的总体效率进行测算,同时将港口公司的赢利过程拆解为运营和资本运作两个阶段,并分别测算这两个阶段的效率值,发现我国港口效率的提升主要来自规模效率的增加,公司运营和资金运作两个阶段中前者的效率较高,投入冗余和产出不足对港口公司效率有较大的阻碍作用;区位优势对港口效率的推动作用最大,腹地经济水平、交通运输条件、人才和信息化水平等因素也在不同程度上促进了港口效率的提升.港口企业在注重规模扩大的同时,要实行集约化管理,提升企业的纯技术效率;在继续保持运营阶段高效率的同时,要充分发挥证券市场对企业的促进作用,拓宽融资渠道;要提高企业的资源利用效率,降低企业经营成本,制定合理的股票发行数量,从投入和产出两方面入手提高企业效率.
The authors first estimate the overall efficiency of 17 China listed port companies from 2005 to 2015 by using Chain Network DEA Model. Then they divide the companies' profit process into operation stage and capital operation stage, and measure the efficiency of the two stages. The results show that the raising efficiency of listed port companies is mainly from the increased scale efficiency, and the efficiency of operation stage is higher than the capital operation stage. They also find that input redundancy and output deficiency are the main obstacles of efficiency improvement. The results suggest that location advantage is the most important factor for promoting listed port companies' efficiency, while hinterland economy, transportation, human resource and informationization also play a significant role in listed port companies' efficiency. While paying more attention to scale expansion, the listed port companies should, first, carry out the intensive management and improve the pure technological efficiency; second, they should maintain the high efficiency of the operation stage, give full play to the role of securities market in promoting the development of enterprises, and expand the channel of financing, and third, they should improve the efficiency of resources, reduce the operational cost, determine the rational quantity of stock issue, and improve the enterprises' efficiency in terms of both the input and output.
