英文摘要：

Based on the panel data of Chinese manufacturing industry during 2006--2013, this paper explores the impact of R＆D personnel, R＆D expenditures, foreign investment, other technical activities＇ funds and other factors on the scientific and technological innovation capability of manufacturing. Results based on the whole manufacturing show that： R＆D investment has different effects on different scientific and technological innovation outputs; influence of foreign investment in the whole manufacturing can＇t be determined; the technology digestion and absorption capacity of our manufacturing industry needs to be strengthened urgently. Based on different types of manufacturing industry, results show that： expenditures for other technical activities have a negative impact on technological innovation capability of labor-intensive manufacturing industry, but an uncertain impact on technological innovation capability of technology-intensive manufacturing industry; foreign investment in capital intensive manufacturing industry is beneficial to scientific and technological innovation ability.
