文章结合凯恩斯的“有效需求”理论和中央提出供给侧结构性改革战略,从“体制限制、国情压力、人才危机与技术瓶颈”的逻辑顺序及思维角度来探索我国煤炭行业供给侧结构性改革的现实困境。在分析困境的基础上,提出“体制改革首当其冲”的思维观念以及形成“政策支持轻装上阵”“人才建设重中之重”“技术创新提升效率”等具体改革措施,对难题逐个击破。
According to Keynes effective demand theory and supply side structural reform strategy raised by the central government, this paper explored the realistic predicament of supply side structural reform from the perspective of institutional constraints, national conditions, talent crisis and technology bottleneck in Chinese coal industry. The paper proposed the concept of structural reform firstly, and formed specific reform measures of policy support without reservation, talent building among priorities, technological innovation to enhance the efficiency based on the plight analysis so as to resolve the problems one by one.
