基于对传统DEA模型距离函数特征、决策单元异质性及评价结果稳健性等方面的缺陷,构建三阶段Bootstrap EBM方法。利用重庆市合作社调查的随机抽样调查数据,分析了合作社所处的外部环境变量对各类投入值的不同影响,对比分析了基于EBM距离函数的环境变量调整前后评价效率以及Bootstrap EBM调整前后的效率值及其置信区间的差异,并对比分析了不同类型合作社的效率值差异,最后基于更为准确与客观的效率评价值,有针对性地提出准确衡量及提高合作社效率的政策建议。
英文摘要：
Based on the defects of traditional DEA model radial and non-radial distance function and analysis of heterogeneity between DMU,we build an EBM distance function which integrates the characteristics of radial and nonradial to resolve the deficiencies of traditional distance function.Then we resolve heterogeneity problem by using threestage DEA method.On this basis,we use bootstrap method to solve problems of efficiency values which are biased and inconsistent.We use cooperative empirical data and analyze environment variables which affect the value of inputs,and comparative analysis based on evaluation of the efficiency before and after adjusting the environment variables and the efficiency values and their confidence intervals before and after adjusting bootstrap EBM.Finally,according to more accurate and objective efficiency evaluation value,we propose appropriate policy recommendations.
