Carrying out regional carbon emissions trading is an active response to climate change, and a performance of climate system innovation and practical exploration on regional level. Establishing regional emissions trading scheme and forming regional carbon emissions trading market will provide a practical basis for building a unified national carbon market and implementing a national emissions trading system; it will also promote the regional low-carbon development. China currently has policy, legal conditions and practical experience to implement regional carbon emissions trading. The construction of regional emissions trading scheme includes formulating management measures and implementation details, selecting feasible regional carbon emissions trading mode, establishing carbon exchange platform and specifying its functions, etc.
