Climate change, as a constraint for development, also changes the concept and mode of development, and an impetus and opportunity for promoting urban low-carbon development. Urban low-carbon development can reduce the greenhouse gas emission, mitigate climate change. Therefore, low-carbon development is a fundamental way for cities to address climate change. There have no a single system pattern to promote lowcarbon development mechanism; it must be based around the actual needs, adhere to local conditions to develop innovative implementation, including tax incentives mechanism for low carbon development, low-carbon industrial development-oriented mechanism, the development mechanism of low carbon buildings and low carbon transport, low-carbon development goals accountability mechanisms.
