It is the key to design scientific and reasonable environmental regulation and innovational policy combination, and guide and stimulate enterprises＇ green innovation, of realizing the green transformation successfully. Generally speaking, the market-based instruments （MBI） provides enterprises more innovation space than command and control regulation （CAC）, thus induced more green innovation. Most importantly, regulation policy＇s different types in flexibility, stability and strict behave differently will greatly influence the probability that the policy induces green innovation.
