城镇贫困人口问题的严重程度直接影响着我国构建和谐社会的进程，如何建立起一套行之有效的监测预警机制已经十分紧迫。文章通过选取城镇贫困人口预警指标、确定指标权重、划定预警区间阀值、运用经济预警和模糊综合评价法，构建城镇贫困人口预警机制模型。实证分析表明此模型对城镇贫困人口预警是有效的。
英文摘要：
The extent of urban poverty issues directly affects the progress of our harmonious society construction, how to establish an ef- fective mechanism to detect early warning has been urgent. To Analyze the early warning indicators of the selected urban poor popula- tion, to determine the target weight and the value designated warning interval value, and finally to make use of economic early warning methods and fuzzy comprehensive evaluation method to build early warning system model of urban poverty and effectively govern and protect against urban poverty issue.
