笔者在对我国现行建设用地市场的历史作用和缺陷分析的基础上,通过对吉林省现状调查,提出当前我国建立城乡统一建设用地面临法律限制、权属不清、缺乏统一交易平台等难题。通过深入调查研究,提出了建立城乡统一建设用地的基本原则和总体框架,并提出了构建相关的法律制度、农村土地产权制度、交易服务体系、社会保障制度等建立城乡统一建设用地市场的配套措施。
This paper,based on the historical function and defect analysis of China's current market of the land for construction,proposes a few problems we are faced with in building the integrated construction land,including legal restrictions,unclear ownership,the lack of unified trading platform and other problems through investigation on the survey of current situation of Jilin Province.The basic principle and the whole frame of establishing a unified urban and rural construction land have been raised through the in-depth investigation and study.Meanwhile,supporting measures of establishing a unified urban and rural construction land have been put forward.Structuring related legal systems,property rights system of rural land,the transaction service systems,social security systems are included.
