运用平衡计分卡思想将过程与结果相整合,对其进行相应丰富和分解衡量细化,选择了整体应用效能、内部业务流程、用户获得能力和创新与学习等具有相互驱动因果关系的四个要素,利用层次分析法、德尔菲法确定各指标权重,对构建数字文化事业治理成效的评价指标体系进行设计研究。选取国内上海与江苏省两地为样本数据,进行治理效果评估和比较验证。通过对数字文化事业治理进行分析,指出目前数字文化事业治理效能处于中等水平,因而需要采取相应的措施,加大力度提高其效能。
This article,applying the Balanced Score Card to integrate the process and the outcome,makes a research on the indicator system of digital culture management effectiveness by selecting 4 elements of a causal relationship: overall effectiveness of the application,internal business processes,user access,and innovation leaning,and determine the weight of each element with an analytic hierarchy process combined with Delphy method.Meanwhile,it verifies the man-agement efficiency of the system with some sample data of Shanghai and Jiangsu.The results show that the management efficiency of the digital culture is at a moderate level,and we need to take appropriate measures to increase it.
