Through the visit to a number of industrial enterprises,the writer collect the first-hand information on independent innovation of the industrial enterprises.This article established the measure degree of power systems coordination model,took the empirical research in Heilongjiang Province as an example,and analyzed the problems of independent innovation enterprises in Heilongjiang Province.
