Firstly, this paper makes a theoretical analysis on the roles of legal policy environment, market environment, resources environment, social services environment, science and technology environment and socio-cultural environment in the process of independent innovation for high-tech enterprises. Then, puts forward assumption based on the theoretical analysis,and uses the SEM to give an empirical research on the survey data of high-tech enterprises in Harbin, verifies the environments are important factors for independent innovation of high-tech enterprises. And also tests and analyzes the results of empirical research.
