近年来,突发公共事件频发。针对形式各异的突发公共事件,本文分析突发公共事件的公共属性,抽取其共性属性,建立突发公共事件本体模型,并采用OW L本体描述语言进行描述,同时将突发公共事件按照元事件进行细分和组织。基于元事件对事件的发展演化进行分析,提出了基于元事件构成的突发公共事件过程构建及处理流程,可以帮助决策者根据历史案例的元事件库,迅速建立处置方案,最后给出了实例进行了验证和说明。
英文摘要：
In recent years,public emergencies arise frequently.According to different forms of public emergencies,and by analyzing the public attribution of public emergency,this paper extracts their common property,and establishes the ontology model firstly.Then with the application of OWL ontology description language,the ontology model of public emergencies is constructed.Public emergencies will be conducted in accordance with subdivision and organization based on meta-event.Public emergencies develop and evolute with meta-event.This paper builds up a model of public emergencies.Based on meta-event theory,procedures of process of public emergencies and process construction are put forward,which will help the decision-maker make disposal program more rapidly according to the historical cases.
