2013年教育部先后核准了中国人民大学等6所高校的大学章程，2014#-教育部先后核准了吉林大学等41所高校的大学章程，开启了进入新世纪以来的公立大学章程制定的高潮，大学的治理过程逐渐进入有章可循的阶段。但是综合比较这47所大学的章程文本发现，对于大学治理中所需要处理好的内外部关系方面，这些已经核准的大学章程还存在诸多尚待完善的内容。希望通过对大学章程建设中的内外部关系分析来推动大学章程的进一步完善，进一步提升大学的治理能力。
英文摘要：
The Ministry of education has approved the constitution of Renmin University of China and other 6 universities in 2013, and the number has reached 41, including Jilin University in 2014 ,which turned the tide of formulating constitution of the public university since entering the new century, and turned the process of University governance gradually into .the rules-based stage. However, with comprehensive comparison of the articles of the 47 Universities＇ constitution ,it was found that there is still a lot to be completed in the way of internal and external relations that is needed to do well in university governance. This article aims to improve the governance of the universities through the analysis of the internal and external relations in the construction of university Charter, thereby improving the governance of Universities effectively.
