The Regulation on National Fitness establishes the basic content of the operation and management of high - risk sports. In order to ensure the implementation of the regulation, it is necessary to establish a legal framework and the basic system,including the explicit content of high - risk sports, the promulgated mechanism, the management approach for busi- ness operation, standards for project approval and the professional qualification system. This paper attempts to study the above topics and gives helpful suggestions for relevant government devartments.
