[Purpose/significance] This paper aims to improve the decision-making consultation system which is the precondition and external power to break the bottleneck of new think tanks and promote new think tanks＇ function. [Method/process] To promote the new think tank construction, the urgent need was to make more efforts on the demand side, enhance decision-making bodies＇ awareness to ask policies initiatively, optimize decision-making procedures, improve decision-making consultation legislation, policies and institutions, form a decision-making consultation force, strengthen the traction of the decision-making system and the link function of decision-making consultation system. [Result/conclusion] It is necessary for new think tanks to enhance the awareness of the role, customers, professionalism, and the sense of responsibility, improve the quality and the way of supply, and establish the efficient connection and positive interaction with the decision-making needs.
