本文从使命定位、主体设计、过程管理三个层次，构建了突发事件调查制度的“战略-结构-运作”三层分析框架，认为当前我国突发事件调查制度存在问责型的使命定位、自我型的调查主体、速度型的运作机制等问题，提出在各类突发事件中扩大调查制度覆盖面、明确查实型的目标定位、建立独立型的调查主体、完善质量型的运作机制等对策建议。
英文摘要：
Based on the ＂strategy-structure-operation＂ framework, this study systematically examines the problems of the emergency inquiry system in China from three perspectives： accountability-oriented mission, self-inquiry board, and speed-centered process. It＇s recommended that the emergency inquiry system must be realized for all types of emergencies, and a truth-seeking and cause-determination oriented mission aimed at preventing future accidents, a third-party board led by the congress or independent agency, a quality-centered process conducting objective, precise accident investigations should be defined in China.
