作为经验分享的重要工具,事故调查报告在西方国家被广泛使用于改进公共部门的应急准备和响应,而国内对此明显重视不足。充分发挥事故调查报告在危机学习中的作用,一是要保持调查过程的独立性以及方法的科学化,以实现报告的公信力;二是要减少调查报告的官僚色彩,以实现经验利用的可行性;三是要在合适的时间内更大范围地发布报告,以实现经验传播的广泛性。
As a tool of lessons sharing,After Action Reports(AARs)are widely used to improve preparation and emergency response by public sectors in western countries,while little attention has been paid in this regard in China.A comparative study of four AARs to industrial accidents home and abroad is conducted on the basis of a crisis learning process model,and three suggestions are proposed in terms of bringing AARs into full play.Firstly,keeping the investigation process independent and investigation method scientific in order to achieve credibility of the report;secondly,cutting down the red tape of the report in order to achieve feasibility of the lessons drawn;finally,releasing the report on a larger scale at aproper time in order to widely spread the lessons.
