当前环境保护和经济增长矛盾日益突出,如何激励清洁技术创新成为社会关注的焦点。文章引入异质性劳动和技术研发激励假定,模型演绎政策干预、劳动力结构和清洁技术的耦合机制。结果表明,自由市场环境下技术研发均衡的稳定性取决于两部门产品替代弹性,通常非清洁技术水平更高且其创新禀赋更优,清洁技术研发往往不足且环境质量改善有限。环境政策能够有效激励劳动力转向清洁技术研发,但政策效果却并不一定能够长期持续。
The conflict between environmental protection and economic growth is fierce now, and how to encourage cleaning technological innovation becomes the social focus. This article introduces encouraging hypothesis of heterogeneous labor and technological development, deductive policy intervening model and coupling mechanism of labor force structure and cleaning technology. The result shows that in a free market economic environment, the stability of technological development equilibrium results from the replacement flexibility of products of the two sectors, usually with a higher level of non- cleaning technology and better innovation and lack of cleaning technology development as well as limited improvement of environment. Environmental policy can effective encourage labor force turning to cleaning technology development but the effect may not last.
