Deepening reform is to strengthen the market＇s decisive role in the allocation of resources, so that enterprises can achieve independent innovation, focused spanning, supporting development, and leading the future. Innovation driven is i to highlight thepriority useof talents as the first strategic resource, to achieve full and satisfied use of talents＇ intelligence. In the final analysis, deepening reform is marketoriented, innova- tion driven is talent driven. In this paper, through the research on the top level design of promoting scientific and technological innovation, and it is believed that further reform and innovation in policy, system, carrier and environment are still needed.
