本文从当前我国铁路发展和建设的时空差异层面,重点分析了铁路客运、货运量规模按东、中、西地带划分的区域差异,以及铁路客运在时间上表现出的季节性供给不足的特点。文章分析得出的结论是,要解决铁路运力不足的问题,除了重点加强跨区域的铁路建设外,还要优化运力资源,合理组织交通运输的运营、发展和谐运输,充分发挥铁路适合长距离运输的优势。
英文摘要：
From the angle of space and time differences of rail development and construction in China,this paper analyzes the regional differences of passenger rail transport and rail freight,and the seasonal supply shortage of passenger rail transport.It arrives at a conclusion that,in order to solve the problem of insufficient rail capacity,the governments should optimize the resources,make rational organization of transport operation,develop harmonious transport,and make full use of rail＇s advantage of long-distance transport,besides focusing on cross-region rail construction.
