文章阐述了能源利用区域影响对区域经济发展的重要性,构建了能源利用区域影响的指标体系,从能源利用环境影响、能源产业影响两方面分析我国能源利用的区域差异。研究表明：（1）我国上海、天津等经济发达地区能源利用的环境负面影响明显强于其他区域,应实施节能减排,消费端清洁化利用,以减少污染物排放;（2）在经济发展极快或极慢的东西部地区,能源产业的增长对其他产业及税收起抑制作用,应注重各省份尤其东西部地区一二三产业融合发展以及生态文明建设税收优惠政策的完善、实施;（3）部分中西部省份能源产业的增长对人口起抑制作用,应适当加快中西部地区第三产业的发展,促进能源产业的人口向第三产业转移。

英文摘要：

This paper discusses the importance of energy utilization regional impact on regional economic environment. On this basis, it establishes the index system for energy utilization regional impact; and analyzes the regional difference of China＇s energy utilization from environment effects of energy use and effects of energy industry. This study shows that negative impact on environment of energy use in China＇s economically developed areas such as Shanghai and Tianjin is much stronger than that of the other regions. Therefore, we must engage in more efforts to implement energy-saving and emission reduction and clean energy utilization of the consumers so as to reduce the discharge of pollutants. Because of the rapid economic development in the eastern region, and the slow development in the western region, the growth of the energy industry has inhibitory effect on other industries and tax. Given this, we must attach importance to converging development of primary industry, secondary industry, and tertiary industry of provinces, especially, eastern and western regions; and develop preferential tax policies to construct ecological civilization. In parts of the mid-west provinces, because the growth of the energy industry has inhibitory effect on the population, we must speed up the development of the tertiary industry in a suitable way, and promote the population who engaged in energy industry to shift to the third industry.
