城市空间是国土空间的重要组成部分。随着城市化进程的快速推进，我国城市发展面临着资源消耗加剧、环境污染恶化、生态资源减少、国土空间布局失衡等问题的困扰。建立城市生态标准体系，对城市生态环境要素和生产生活方式做出系统化、具体化规定，推进生产空间集约高效，促进生活空间宜居适度，保障生态空间山清水秀，是有效协调城市空间需求压力与有限国土资源矛盾的内在要求。结合城市与生态文明建设的实际，研究制定统一的城市国土空间生态标准体系与考核办法，建立城市生态系统监测与信息采集系统，组建由多部门协同运作的综合组织机构对城市生态建设进行评价与考核，完善城市国土空间开发利用的考核评价体系，是加强城市国土空间管理的有效对策。

英文摘要：

Urban Space is an important constituent of national land space. With the rapid progress of urbanization, some problems that China faces in underpinning the urban development are emerged. These are： the consumption of resources is being aggravated; the environment pollution is getting more and more contaminated; ecological resources are fewer; and the land spatial layout is imbalance. Therefore, urban ecological standards system must be established so that we can make a systematic and speciifc provision for elements of the urban ecological environment and production mode and way of life. This paper argues that intensive and high efifciency of production space, moderately livable of living space, beautiful scenery of ecological space that we must devote efforts to realize is an integral requirement to effectively coordinate the contradiction between urban space demand pressures and limited land resources. This paper lays emphasis on the following： working out uniifed ecological standards system and performance appraisal methods of urban land space; establishing urban ecosystem monitoring and data collection system; organizing comprehensive organization in which multi-sectors work together to appraise and examine the urban ecological construction; developing systems to assess and appraise the development and utilization of urban land space. And this is the effective countermeasures for strengthening the management of urban land space.
