大都市法治状态在国家“全面依法治国”策略中具有指标意义,其公安机关的法治程度尤为具有代表性。一项针对派出所民警的问卷调查显示,基层民警的法治思维存在一些问题,与“全面依法治国”的要求还有一定差距。解决问题的建议主要是创新在职民警的法律尤其是宪法专题培训、加强公安机关法制部门建设、通过读书提升民警个人修养,并从审判中心视角等综合方面提升公安机关基层民警法治思维及其能力。
英文摘要：
The law-governing state of metropolis has the indicator meaning for the strategety of national ＂comprehensive governing the country by law ＂ and the degree of government by law in metropolitan public security organs espically has representative meaning. A questionnaire survey for policemen in local police station has shown there are some flaws in the legal thinking of policemen in base units ,whick means a certain gap between the demand of ＂comprehensive governing the country by law＂ . Here are some suggestions to solve these problems such as innovating law subject training for policemen, especially for constitutional law; strengthening law sectors of public security organs; improving self-cultivation of policeman by reading; and enhancing legal thinking and ability of policemen in base units from integrated aspects including the perspective of trial center etc.
