We empirically test if the local industrial policy has created significant industry growth effect and if the effect varies across industries with a matched data set of provincial industrial policy and 2-digit industry growth index. The policy implication is that the governments should take the degree of industry information completeness into account in stipulating and enacting industrial policy.
