During Republic of China,the rural economic is becoming bankruptcy.Yan Xi-shan who is behalf of local powers in National Government put forward many thoughts of ＂agriculture,farmer and rural area＂ to resolve the rural problems.These thoughts are different from the central governments＇.In this paper,the author focuses on the thoughts of his village system and the village public land.
