目的对是否中医特色社区卫生服务中心中医服务资源进行比较,为国家有关部门制定相关中医药参与社区卫生服务的政策提供参考依据。方法2008年调查以中医治疗为主和以西医治疗为主的不同类别的社区卫生服务中心。结果中医特色社区卫生服务中心中医药设备配备齐全,中医药品种齐全。人力资源不好。结论加强中医药人力资源建设。主要是:①制定完善全科医师、护士等社区卫生专业技术人员任职资格制度,建立社区卫生服务机构人员的聘任制度和吸引稳定社区卫生人才队伍的具体指导意见。②构建中医药毕业后的教育、岗位培训和继续教育各种模式。③制定政策,稳定队伍,力争使中医药全科医生在一定的时间内具有相当的社会地位、技术地位和经济地位。④国家要建立中医药全科医师规范化培训基地,各地要依托现有的中医药教育和医疗资源建立社区中医药服务队伍培训基地,定期培训和培养,不断输送中医药全科医学人才。
Objective To compare and analyze the Chinese medicine resources of different community health service centers with or without Traditional Chinese Medicine (TCM) characteristics, and provide science reference for national department concerned in establishing policy on Chinese medicine community service. Methods The status of Chinese medicine resources was investigated in different health service center with the Chinese medicine and west medicine in 2008. Results The characteristic community health service centers were well equipped with Chinese medicine equipments and complete Chinese medicine drugs, but insufficient human resource. Conclusion The human resource construction should be emphasized on the next points. (1)To establish and improve the credentials system of professional health workers such as doctor, nurse, etc. (2)To construct the training mode of post-graduate education, post training and continual education on Chinese medicine. (3)To formulate the policies on raising the social ,technical and economic positions of TCM general practitioners. (4)To establish the national and local training bases, provide the scheduled training and education of TCM, and produce for community health service center the Chinese medicine general practitioners.
